I found a painting depicting a tempest in an unknown bay with two sailing ships abandoning ship to the life boats. It has a lighthouse in the background and a large angel overhead looking down

The Title is The Angel of Hope

There is a quote on the matting that says

When the Tempest Rages Highest
Then is Hopes Bright Angel the Nighest - By burnside

I can't find the painting or the author of the quote to know the time frame or if the painting is of value
