Does anybody know who said "The outcome of the war is in our hands the outcome of words is in the council." in the Iliad and what line/book/page number it can be found on?

Good question! Perhaps it is a paraphrased quote by Homer? I couldn't find the exact wording in the Iliad.

The closest I could find is this, as translated by Samuel Butler:
"On this the son of Menoetius rebuked him and said, "Meriones, hero though you be, you should not speak thus; taunting speeches, my good friend, will not make the Trojans draw away from the dead body; some of them must go under ground first; blows for battle, and words for council; fight, therefore, and say nothing."
I have not found a translation with the phrasing of that popular quote.
