I've heard this quote/saying, can anyone tell me where/who it is attributted to/from ???

It is traced back to Publilius Syrus, Sententiae, no. 513, (c. 43 BC): We should provide in peace what we need in war (from the Latin.)

First attested to in the U.S. in Colonial Records of South Carolina (1755)
