I don't think so... i think some problems just blow over after time, without solutions...
Whether letting them blow over is the solution?

Sometimes there are several possible solutions - then the problem is finding the best one to choose.
I also agree with Jen, sometimes just doing nothing lets the problem resolve itself, circumstances change without our input.

Time is, indeed, a solution, if you're patient enough.
In the case that everyone agrees, pretty cool, right? For me, that makes the world all the more manageable. Think of a problem. It has a solution. This is ideal and naive, but it's a start right?
"Faith the size of a mustard seed..."
Hungry? Get some food.
Suck at piano? Learn your scales.
Rude people? Show them what being kind is.
Lazy? Replace your habits.
Stubborn? Try something new.
In the case that war and poverty do not have solutions, can we consider them to be something entirely different than problems?

War and poverty are multiple and diverse problems and do have solutions, but this is where DSW's comment comes in:

Unfortunately human nature itself is the biggest problem associated with both, in particular the greed and power factors. All the effort poured into ending one war or alleviating some particular area of poverty has to be repeated ad infinitum as new wars and more poverty arrive. Even the most dedicated and well meaning can never "catch up".

my first thought would be no.
however, after thinking about it. i think that it is. not necessarily one that you would like, one you would use, one that would have fit the problem; but a solution, yes.
if dandelions keep coming up in your yard you could blow up your yard. its a solution, just not a rational one.

Or you could seek out the source of the problem and apply a bit of glyphosate.
Learn to appreciate the beauty of dandelions.
Accept that nature has rights as well.
