Most of your questions, I think, are answered here:
http://www.quotationspage.com/faq.php#80.1
I'm not too sure if quotations from lyrics or television will be permitted. I think that the site concentrates more on quotations from Literature.

You might want to check the definition of a "quote":
To repeat or copy the words of (<u>another</u>), usually with acknowledgment of the source.
Source: The American Heritage® Dictionary of the English Language, Fourth Edition, Copyright © 2000 by Houghton Mifflin Company. Published by Houghton Mifflin Company. All rights reserved.

I doubt that any websites will stop you from quoting yourself. However, I'm pretty sure that none of them will include your quotation if you contribute it; certainly no serious quotation sites.
As far as I know, however, you can add your quotation on here (the forum). There's a thread somewhere in Quotation Talk about "your own quotations".

Our policy on lyrics: allowed, but we try to avoid including too many of them because record companies love to attempt legal action against anything resembling a 'lyrics site'.
On TV and movie quotes: They're allowed too. But often out-of-context movie quotes are worthless. I try to stick to those that make a bit of sense even if you haven't seen the fim.
Good example:
"Remember, no matter where you go, there you are. "
-- The Adventures of Buckaroo Banzai
Bad example:
"Laugh while you can, monkey boy!"
-- The Adventures of Buckaroo Banzai

Well According to me, quotes from movies or songs could be added , only if we could tell the orignal thinking done behind them(Author). They do come in daily life use.
