essentially the moon pulls the water around the earth with it. The new moon and full moon days show the highest difference in tide. if you look at a model the water just trails the moon kind of like a goldfish following your finger around a fishbowl. High tides seem to always show the best waveform... in my opinion as a surfer. that link gives a pretty technical and in depth way of looking at it... but this is just the basics
