I know Koontz wrote a novel entitled Tick Tock but didn't he write another book with a CHARACTER named Tick Tock in it?

That does seem to ring a bell, but I can't remember.
I didn't like Konntz' first 15 novels or so... he always left a few characters hanging... didn't wrap up the story all the way. Plus, have you ever noticed he uses the word 'preternatural' a zillion times?
I did just read his Frankenstein series (the first tw) and they are REALLY good.

I know this one, I know this one! I love Dean Koontz, and the book you are referring to is one of my favorite books! The name of the book is called Dragon Tears. I do beleive that it's his only book that he partially writes through the eyes of a dog. It's very endearing. I recommend it for everyone.
