I think it is about optimitism. If I person thinks happy they are happy. Another way of putting it is "A happy mind makes a happy person"

It definitely is related to optimism. I think it's basically saying that if you want to be happy you'll be happy no matter what, but if you are determined to see misfortune everywhere then misfortunate you will be!
