This will be one of those occasions where I'm going to stick my neck out.
After having looked for this one from several different angles, I am of the thinking that this quote is "unknown" or "anonymous."
I've seen the following happen before (and I think we identified it here on the Quotations Page a long time ago, before Mike switched platforms) with another quote that mistakenly got attributed to someone.
On this webpage, these two quotes are back to back:

When this occurs, I've seen mistakes about attribution made, and they stick.
This is the only other webpage attribution that has someone actually
saying that he wrote or said it:
