This will be one of those occasions where I'm going to stick my neck out.
After having looked for this one from several different angles, I am of the thinking that this quote is "unknown" or "anonymous."
I've seen the following happen before (and I think we identified it here on the Quotations Page a long time ago, before Mike switched platforms) with another quote that mistakenly got attributed to someone.
On this webpage, these two quotes are back to back:
8313. Flowers are God's thoughts of beauty, taking form to gladden mortal gaze; bright gems of earth, in which, perchance, we see what Eden was - - what Paradise may be! = Author Unknown
8314. Lovely flowers are the smiles of God's goodness. = William Wilberforce (1759 - 1833) English statesman

When this occurs, I've seen mistakes about attribution made, and they stick.
This is the only other webpage attribution that has someone actually
saying that he wrote or said it:
"Flowers," said the English statesman William Wilberforce, "are God’s thoughts of beauty, taking form to gladden mortal gaze; - bright gems of earth, in which, perchance, we see what Eden was - what Paradise may be!"

So there it is. That's my story and I'm sticking to it.
