which statesman asserted his country's divine right to "make the world safe for democracy"?

Common sense tells me it must have been WW, FDR, or JFK - but which, and when, please?

Thank you Phaedrus, I knew it must have been one of the more principled Americans!

Brings to mind another favourite quote from our very own WSC, something like.. .....

"the strongest argument against democracy, is to to spend 5 minutes in conversation with the average voter"!

P.S. please remind me, a dumb technocrat, who Phaedrus was?
