The thought has probably been expressed many times, going back to the Bible. But one of the best-known modern expressions of it is in "The Second Coming" by Yeats:

Things fall apart; the center cannot hold;
Mere anarchy is loosed upon the world...

The best lack all conviction, while the worst
Are full of passionate intensity.

I thought mgm might check in on this one. It is on this website, and over a thousand others attributed thusly:

The whole problem with the world is that fools and fanatics are always so certain of themselves, and wiser people so full of doubts.
--Bertrand Russell

Though I agree with Mr. Fussbudget that many "themes" of quotes can be found in a variety of sources.

Dear Thenostromo,

Once again I'm humbled by your skill as a researcher. I was just making a wild association...as perhaps I too often do.
