Not so much "who said it" in as much as what was said. I hear this in workplace settings a lot.

Everybody thought somebody.... but noboy did it.........

the expression is much longer and more fluid than the bits and pieces i can recall. It has to do w/accountability and not making assumptions.

Does anyone have the full text ? Browny points on the line for me and my boss.

I believe this is it:

There once were four people named Everybody, Somebody, Anybody and Nobody.

An important job had to be done, and Everybody was sure that Somebody would do it.

Anybody could have done it but Nobody did it.

Somebody got angry about that, because it was Everybody's job.

Everybody thought Anybody could do it and that Somebody would do it.

But Nobody realized that Everybody thought Somebody would do it.

It ended up that Everybody blamed Somebody when Nobody did what Anybody could have done.~Author unknown
