My memory recalls this quote but I cannot remember from whom, nor in what context.

Lunatic fringe is a pejorative term used to characterize members of a usually political or social movement espousing extreme, eccentric, or fanatical views. It was coined by the 26th President of the United States, Theodore Roosevelt (1858–1919), to marginalize American anarchists.

Every reform movement has a lunatic fringe.~Theodore Roosevelt
