This quote is very close to what you wrote. This is the closest I found. I will post again if I find anything else.

I have heard it attributed to Muhammed Ali; however it goes further back than that as the one I read could be back as far as the 18th c. or so and I THINK it might have been Edmund Burke.[/quote]
