"'Tis a good thing to laugh at any rate; and if a straw can tickle a man, it is an instrument of happiness."

I've found this quote attributed to both Nicolas Chamfort, and John Dryden. For accuracy's sake, I need to know which is right.

Little help, please?

'Tis a good thing to laugh at any rate; and if a straw can tickle a man, it is an instrument of happiness. Beasts can weep when they suffer, but they cannot laugh.~John Dryden, Essays of John Dryden
