It is uncertain who said it. May be a paraphrase of a Diderot poem line.
Denis Diderot did say: And his hands would plait the priest's entrails, / For want of a rope, to strangle kings."~in the poem Les Éleuthéromanes

This is from Jean Meslier (a priest who lived during french revolution), quoted by french author Voltaire, in :
"Extrait des sentiments de Jean Meslier". i.e. "Abstract of feelings of Jean Meslier"
As Phaedrus said, a paraphrase of Diderot
