If you are unfamiliar with HTML programming, then I would suggest Adobe's Dreamweaver. They really are the best thing available for the beginning user.

If you are an old school programmer like Mike, then Textpad is probably the best for you and it's free. It all depends on how much control over the code that you want.

I don't know what this has to do with quotations, but I thought I'd help.
