Isn't it rather self explanatory? It basically says that while we are out searching for new things, there are probably lots of things out there that are just sitting there waiting to be discovered. When we find them, they won't be new in God's eyes, but in our eyes they will be "new."
By the by, some sources say it's from his "Devil's Dictionary" but I did a search of the etext of it and couldn't find it.
